As discussed on
https://lists.apache.org/thread/m2j0yq6gmznfsnxyfjdv8ldgrr7ylsb3 , we should
disable force pushes to the master branch.
Additionally, to discuss in the email thread, we should collect other changes
we want to make as well. I will propose auto-deleting branches on merge to
master.
