The build should now work with Java 11/17/21. The Oak requirement might be lowered but I have not tested; to be honest it should not matter that much because this is a prerequisite for the jakarta.json migration, which will be an even bigger change. Because I fully removed commons.testing I also removed the 'Slow' category and allowed all tests to run. The build takes about 4 minutes for we, which is not that bad.
