Its far easier to see what is being updated (and what wasnt, but perhaps should 
be) when using individual issues for each general dependency. Using one Jira 
for updating everything makes it awkward to see what changed, especially so 
when multiple cycles of updates are done in a single release when you then need 
to read every comment on the Jira multiple times to see the actual versions 
switched to. It also rather nullifies the effectiveness of the Release Notes in 
conveying what changed in a release.

One exception: test-only dependencies that users dont usually actually care 
about.
