[DISCUSS] PIP-444: Rate limit for deleting ledger to alleviate the zk pressure.

Hi, Pulsar Community.
    When encountering Zookeeper (ZK) latency at the minute level caused by 
ledger deletion requests, I propose initiating a new PIP to add rate limiting 
for ledger deletion, thereby alleviating the pressure on ZK.
