This problem has been addressed by merging 
https://github.com/apache/pulsar/pull/23318.

For current PRs, changes from the master branch are needed to get the CI to 
pass.
It's possible to get the changes included in CI builds by closing the PR and 
then reopening it. 
In that case, the next set of builds starts with recent changes from the master 
branch.

Closing and reopening a PR should only be done for getting recent changes from 
the master branch or when there are more than 3 days since the last time CI 
builds were run for a PR.
For retrying builds due to flaky tests, please continue to use the solution 
where one can add a PR comment "/pulsarbot rerun-failure-checks" to rerun 
failed builds.
