I created this commit to the Python script that is used to create the javadocs:

It should prevent this happening in the future by setting the locale property 
for the javadoc task [1]. This is the step used in the release process to 
update the javadocs: 
https://pulsar.apache.org/contribute/release-process/#javadoc

Cong Zhao, would you be able to regenerate and republish the javadocs for the 
3.3.0 release?
