I chekced -

[x] GPG sign and checksum are correct
[x] LICENSE and NOTICE exist - note that the time range can be updated, but
it's not a release blocker
[x] Build from source on macOS which clang 16.0.6 (but need to
pass  -DCMAKE_CXX_STANDARD=17 to cmake)
[x] Test SampleProducer and SampleConsumer with Pulsar standalone 3.0.0
[x] No unexpected binaries in the source release.
