This is exactly the reason why this is going to be implemented as a new loadmanager instead of improving the existing ModularLoadManagerImpl. It gives the flexibility to start fresh without the existing baggage of choices and try a significantly different approach. The current ModularLoadManagerImpl will not go away. Once the new load manager will be ready and considered stable enough, there might be a new discussion on whether to change the default implementation. Even then, users will still be able to opt for the old load manager.
