I believe that is a good idea to start testing the code freeze proposed by PIP-175 (https://github.com/apache/pulsar/issues/15966). Even if not officially approved, we discussed it many times and agreed to the usefulness of the code freezing. So a plan could be to try to merge the work in progress targeted for 2.11 by the mid of August and then start the code freezing as described in the PIP.
