If there are known critical bugs in 2.9.0, we should be transparent with users (and let them know that it's beta, or at least mention what features are incomplete) if it's going to be announced so trust is not damaged. Although I typically expect x.x.0 releases to be experimental (based on my experience), users without that experience might not realize that it's not yet safe to upgrade production environments to this version.
I'd hope that all users would perform the rigorous testing required to discover any bugs that might appear in their production environments, but if some users trust the Apache releases to be stable, that trust can be damaged if we're not careful.
