We are following the time-based release plan ( https://github.com/apache/pulsar/wiki/PIP-47%3A-Time-Based-Release-Plan) It has been postponed for a long time now, many users are waiting for the fixes in 2.8.1. During sending out the next RC(RC3), we might find other issues(security issues, bugs), so my suggestion is if the issue is not a regression in 2.8.1, we should continue the release.
