I think if you're building locally, you can try to skip this error by this document https://github.com/apache/pulsar-manager#build-instructions, You can remove this line https://github.com/apache/pulsar-manager/blob/master/build.gradle#L60 of configuration to avoid checking the license under front-end -- This is an automated message from the Apache Git Service.
