### Motivation
* Common fields apply to all the certificates except the internal issuer
cert leading to confusion when the cert expires unexpectedly. This change makes
the internal issuer cert use the duration, renew, and org common configs.
### Modifications
* Updates the internal issuer `{{ .Release.Name }}-ca-tls` certificate to
use the common duration, renewBefore, and organization configs.
### Verifying this change
- [ ] Make sure that the change passes the CI checks.
