I was following the tutorial, but on start-up of the docker container I
receive this message ---

user that owns the data directory.

createdb: could not connect to database template1: could not connect to
server: No such file or directory
Is the server running locally and accepting
connections on Unix domain socket "/tmp/.s.PGSQL.5432"?

My understanding is the pulsar manager has its own PostGres database built
in. I can login to the manager, but nothing works because the DB isn't
initialized.
