Summary: Add a new crowdin secret for publishing pulsar website

Before this week, our website publishing task was running as a jenkins job.
Because of the jekins has been stopped. We need to migrate the job to the
Github Actions.
The job needs a crowdin API key so I want to add it to the Github Secrets and
name it to the `PULSAR_CROWDIN_DOCUSAURUS_API_KEY`.
