1. start a discussions on the mailing list, ideally with a rough draft of the 
proposal as a google doc
2. have conversation and get some support from the community
3. promote it to a PEP

Often times, when PEPs are proposed, it is also the person/people planning on 
doing the work, but that isn't a requirement for a PEP
