1) Initially we started with version 0.0.1. I would suggest us bump the
version to 0.1.0 to follow semantic versioning (https://semver.org/) for
managing our release versions. So we can manage both major releases and
minor/bugfix releases.

The version has been updated.

2) I didn't see a process of updating pulsar website. I would suggest
adding a section in pulsar download (http://pulsar.apache.org/en/download/)
page for hosting the releases for pulsar manager, and add a section of
updating download page as part of release process.

This content has increased.

3) It would be good to add a documentation page about pulsar manager to
pulsar website under "Admin" section. So people know there is a pulsar
manager can be used for administering the Pulsar clusters.

Good idea, I will update this part of the content on the website later.

Thanks,
Guangning
