To be clear 1. The only required distribution from ASF is source distribution 2. for convenience we publish the binary distributions in both dist/download and Maven Central
Maven Repository can host any artifacts, and it's convenient for users. Almost all Apache projects do that and that's totally fine with the ASF policy.
