Fixes #1482 #1404 made each `%` multiply the value by 100, so that `0.00%%` works. It counted the percent signs across the whole pattern, so a format with a negative section such as `0.00%;[Red]-0.00%` had two, and 0.202345 was shown as `2023.45%` instead of `20.23%`. The percent signs are now counted per section: - the multiplier comes from the positive section's count - the percent signs are quoted (and the multiplier set explicitly) when any section has more than one, since DecimalFormat allows only one per section `TestDataFormatter` has a new test with the formats from the issue, plus `0.00%%;-0.00%%`. `TestDataFormatterAgainstExcel` still passes. 🤖 Generated with [Claude Code](https://claude.com/claude-code) -- This is an automated message from the Apache Git Service.
