Found during regression tests on the TIKA-1132 triggering file.
SimpleFraction: a zero or tiny remainder (e.g. one ulp from 1/10 or 1/324)
made the next partial quotient Long.MAX_VALUE; q2 wrapped negative, slipped
past the max-denominator check, and the overflow check threw. Return the
current convergent instead. Since #1406 that exception escaped
CellNumberFormatter.writeFraction and failed the whole workbook; restore the
catch around the fraction computation too.
Separately, CellNumberFormatter: cap denominator digits at 9; 10 or more
overflowed an int and the format threw when applied, including through
DataFormatter's fraction-with-text path.
