Regression in JDK 21.0.1 related to XML signature validation

Hi,

FYI, builds for JDK 21 started to fail recently at
https://builds.apache.org/job/POI/job/POI-DSL-1.21/.

It turns out that JDK 21.0.1 seems to have a regression related to XML
Signature Validation compared to JDK 21.0.0!
