I'm fine with starting the release soon, as I'm working on the EMF processing for the next release after 4.0.0 and won't push any H/XSLF related changes in. The only thing which might be worth fixing is #59287. But in regards to semantic versioning, this might be not an API break when fixed and so can be introduced a bit later.
