While the code for getting the font color [1] from a text run is more
complicated than a one-line getter (it uses the master style color palate
if not defined locally), I didn't see anything indicating it would grab a
color from a nearby element.

Could you please open a bug on bugzilla [2] with a unit test and slideshow
that reproduces the problem?
