Per comment 4 [1], this bug needs more unit tests before it is ready to be added to POI. I'm also holding off committing anything until POI 3.14beta1 is released (should be sometime today). Feel free to contribute some missing unit tests if you want to accelerate the status of this bug--just coordinate with those who are working on the bug to make sure you don't duplicate work.
