Converts a decimal number to binary.
Written for Java 1.5
Part of Analysis ToolPak add-in for Excel 2003
(http://office.microsoft.com/en-001/excel-help/dec2bin-HP005209053.aspx), but
not in Excel 2013
(http://office.microsoft.com/en-001/excel-help/dec2bin-function-HA102753056.aspx)
In Apache POI i did register the function as part of Analysis ToolPak
