Fix For: 0.14.0
As discussed in PIG-4114, some tez unit tests fail due to OOM (eg,
TestNewPlanImplicitSplit). Temporary increase the memory to let test pass, and
we need to further investigate if there is some real memory leak recently
introduced by tez.
