I would like to re-raise the issue as in PDFBOX-3299.
I am currently doing a migration of a lot of old tiffs to pdf. Some of them use
FillOrder=2.
The conversion using PDF-Box was slow (because of the Fallback to ImageIO,
reading and writing the image bit by bit).
I hacked together a solution that can read TIFFs with Fillorder=2. What do you
think? There used to be a FillorderChangeInputStream in PDFBox which did
essentially the same thing.
