There are two PRs connected to this issue: PR 526 and PR 536.
First there was PR 526: PDFBOX-6256: New Option to GlyphLayoutProcessor* to use
ActualText for correct text extraction and better accessibility
it looks like PR 526 is integrated in trunk and 3.0 branches.
Later I added PR 536: PDFBOX-6256: Add ActualText to
awt/GlyphLayoutBidiTest.java, awt/GlyphLayoutSMPTest.java,
awt/GlyphLayoutDin91379FormTest.java
The PR 536 is not yet integrated in trunk and 3.0.
I added a new change today to PR 536, that PDFTextStripper leaves texts from
ActualText unchanged. See commit

Possibly I should have opened a new issue for the new PR.
