It appears that there is a difference between running on Linux (which I do) and 
running on Windows. If ICU jar is missing, on Linux the unicode "fi" character 
is used. On Windows "fi" is converted to "?". If the ICU jar is available in 
Windows, conversion seem to work fine. It could be that the default encoding on 
Linux (at least Ubuntu) is UTF-8 and perhaps on Windows US-ASCII?
