Good work! A few comments, not about the release bits itself but other tasks:
* As a good hygiene,we should move those unresolved jiras targeting 1.3.0 in bulk to the next release (1.4.0). * the master branch is still using version 1.3.0-SNAPSHOT. We should update it to 1.4.0-SNAPSHOT. * the ozone-1.3 branch is now using version 1.3.0. As a good practice we should make it 1.3.1-SNAPSHOT.
