Here is the request to all Committer/Contributors to make sure to cherry pick the appropriate commits to this branch. Otherwise, RM will have load to do this cherry-picking job and also it would not be guaranteed that all commits are cherry-picked. So, The committer who is committing a particular commit should take responsibility to judge whether the commit is critical and needs to land into 1.3 branch.
