process, we need a place to announce and keep the history of release notes and 
plans and rules for minor and major version. Other than the release management, 
I feel like many official rules and regulations are missing comparing to other 
popular projects.
As David said, it's not easy to make it actually work for some reason now. But 
anyway we would need those things not only for the project but more people can 
get easily involved in the project.
