I've approved the PR and will merge it once I get an all clear from Dominic.

Bringing up a conversation from Slack to the dev list for everyone's
benefit: while this PR restores backward compatibility, there was a point
raised about accumulating code for the sake of backward compatibility. The
discussion vectored toward a desire for a more regular cadence for making
releases for the main repo. We have done well cutting releases for all the
repos and should have a regular cadence for the system repo as well. This
would allow us to drop old compatibility code and allow operators to
upgrade as needed, more carefully.

Dominic, you had expressed an interest in leading the openwhisk 1.0
release. Are you still interested in doing that? Let's make it a goal to
propose a release candidate before our next tech interchange call.
