Previously, error messages ended up looking like:
ovsdb-tool: I/O error: create: $DBFILE failed (File exists)
which is hard to understand. This commit changes them to:
ovsdb-tool: I/O error: $DBFILE: create failed (File exists)
which makes more sense.
