I think ideally these properties should be dynamically changeable so
that OVS can be reconfigured even after it is running. That is true of
all other settings in the database and would eliminate any concern
about startup order. I realize that DPDK is not currently setup to do
this but I think that's the direction that we should be pushing.

In terms of the larger direction though, I don't like the existing
DPDK command line options and support moving them into the database.
