I could not get this to apply.

I don't know much about SELinux.  I think that someone else who does
understand SELinux should probably review those parts, but if you want,
I will read up as much as I can and try to figure it out.

Why is the SELinux policy package built separately, that is, why isn't
that RPM built when you do the main rpmbuild for OVS?

(But probably someone from Red Hat should review the packaging.)
