While we're on the topic, there's a couple more things we'll need. 1) ovn-controller-vtep needs a systemd unit. 2) ovn-controller is actually broken under systemd. We made it so it gets its own runtime dir. My initial testing wasn't thorough enough. ovn-controller assumes it has the same rundir as ovs-vswitchd.
