Oink. This patch does not fix the problem, so I will not commit it.
After a few more test runs, tests hung again. Looks like the tests
that "hang" call OVS_VSWITCHD_STOP macro which inturn calls
"ovs-appctl -t ovs-vswitchd exit" and not "kill". I will continue to
look at whats going on.
