netdev-dpdk/ofpbuf: move to DPDK v1.8.0-rc4 DPDK v1.8.0-rc4 makes significant changes to struct rte_mbuf, including removal of the 'pkt' and 'data' fields. These fields are referenced by OVS when accessing the data section of an ofpbuf.
Update any relevant functions to accomodate the new rte_mbuf layout. Also update documentation and Travis scripts.
