Ben, by "requires kernel work" do you mean "requires OVS linux datapath work" or do you mean "requires upstream kernel work?"

I'm proposing that we ignore this for the purpose of enabling OpenFlow
1.1, 1.2, and 1.3 by default in ovs-vswitchd.  What does everyone think?

(Enabling all those versions in ovs-ofctl by default is a slightly
different issue, and I'd prefer to discuss that separately.)
