This is Version 3 of a patch to add 802.1ad (qinq) to OVS. It accepts
0x88a8 tpid.
Version 2 was replaced because I hadn't re-based before cutting the patch.
I plan to do real-world compatibility testing. I will
send out a V4 in response to comments and results of testing.
