I'm not sure.  One possibility: create a Github user for ovs-dev, with
dev@openvswitch.org as its email address, and configure that account
to get all notifications for the ovs repository.  Do you think that is
worth a try?  (It has one fairly obvious downside that, nevertheless,
I don't want to point out publicly.)
