I think this is a reasonable idea--I considered something similar when I initially wrote ofp-actions.c--but I think that the details need scrutiny. The VLAN handling in particular looks too unsophisticated to work except in the most straightforward cases. Have you read the "VLAN Matching" section in DESIGN?
