I'd be happy to work on this during the hackathon. However, I'd like to team up with someone who knows their tc inside and out, as I don't and it would be nice to reuse Linux kernel functionality for this, if possible. (In my view the ofproto-dpif level code is close to trivial, as all the heavy lifting happens in ofproto (already in) and in the dpif provider(s).).
