One feature that I've meant to implement for a while, but haven't got
around to it, is to make ovs-vsctl only try to connect to ovsdb-server
once, at least in the case where the database is a local one.  There
isn't usually much value in waiting for ovsdb-server to start if it
isn't currently running.
