My task is to minimize the consumption of flow tables by flow enties (in other
words, preventing the over-population of flow tables by flow enties) since the
flow tables are of limited size.

What do you mean by "optimizing the usage of flow tables in OVS"?
It's hard to tell what you should do, before you explain what you want
to do.
