AFAIK, NICs only trigger an interrupt after the packet has been completely DMAed into memory, which makes cut-through impossible to implement on today's servers. There may be some possible optimizations that would make OVS faster, but they would have to be something other than cut-through. I would assume OVS is already zero-copy, so reducing copies probably won't help either.
