Although Linux 3.1 isn't actually released yet, it's in
enough of an advanced state that I think it is unlikely to
change in a way that affects us.  I wrote a few patches a
while ago to move in the right direction but they don't
provide complete support yet.  The one remaining piece that
I'm aware of is tunneling needs to be updated to handle
neighborless dsts.  I'm sending these out now to avoid
duplicate work but they also stand on their own.
