Well not really. You could by using some features like hiding/showing
text based on variables etc. but that´s probably not what you thought
of. And even if you could I wouldn´t consider this a good approach to
the problem at hand it´s better to have a seperate template for each
language than to have one template containing lot´s of stuff which is
not really needed by the user.

that can export and import from OpenDocument templates to po files.
I am not aware of such tools.
But ODF Files do contain content.xml files which contain the text and it
should be relative easy to extract text from them creating a .po file
and to get content for text from .po files.
If you would want to go for such an approach you might want to have a
look at the odftoolskit´s odf4j ( ODF for java ) or AODL ( ODF .net
library) subprojects for using as a lib for creating a tool for doing
something like this.
