I've pushed what I have so far, so you can test it:

git checkout windows-amd64
autoconf
./configure --enable-win64 (and others. I also happened to use
--disable-directx but you might not need it.)
./bootstrap

One observation:

After bootstrap dmake is in:

/cygdrive/c/Source/openoffice/main/solenv/wntmsci12.pro/misc/build/dmake-4.13.1

source ./winAMD64Env.set.sh
cd instsetoo_native
build -P2 -- -P2

Here it cannot find dmake because it expects it to be in "wntmscx12.pro"

I have to rerun ./bootstrap again to build.
